The European Commission aims to modernise the EU VAT system through its VAT in the Digital Age package (ViDA). The package has been adopted on 11 March 2025 following reconsultation of the European Parliament and will be rolled out progressively until January 2035. One of the three measures introduced by the package covers eInvoicing and Digital Reporting Requirements (DRR). The proposed system introduces uniform real-time digital reporting for VAT purposes, based on eInvoicing for cross-border transactions. In response to this initiative, OpenPeppol has established a Peppol ViDA Pilot, which aims to demonstrate that the Peppol eInvoice format specifications (based on the EN 16931 European Standard for eInvoices) and the Peppol Network (as the transmission method for the exchange of eInvoices and related business documents), can meet the expectations of all parties affected by eInvoicing and DRR under ViDA.
All EU tax administrations responsible for implementing ViDA have been invited to join the Peppol ViDA Pilot.
The pilot is also open to EEA countries, the UK, and other interested jurisdictions. Other government agencies that are directly involved in the implementation of eInvoicing and/or eReporting mandates may also be included
Peppol-certified Service Providers are able to participate in the pilot and test the implementation of the Peppol DRR architecture. The project is also open to the participation of Businesses Users of Peppol, in their capacity as buyers and suppliers. Additionally, the European Commission and relevant International Organisations have been invited to join the pilot, and it is anticipated that they will primarily act as observers through a Reference Group.
