OpenPeppol membership fee structure

Upon registration, for Peppol Authority members, the sign-up fee and the annual fee is payable in full.

Upon registration, for all other member categories, the sign-up fee is payable in full, together with the Service Provider annual fee, which is pro-rata for the remainder of the calendar year, including the month of joining. The annual fee is then billed in advance for each subsequent calendar year.

Upon certification, the Service Provider is billed the relevant Certification Fee, which is then billed annually thereafter.

Notes:

  1. These fees apply to all new members joining from 1 July 2025 onwards.
  2. For members who joined before 1 July 2025, these fees apply from 1 January 2026.
  3. Other membership sub-categories and fees may be set at any time by decision of the OpenPeppol Managing Committee

Service Provider membership fees
Explanatory Note

This Explanatory Note provides more information in support of the revised membership fee structure, which was announced on 24th July 2025.

As a not-for-profit association, OpenPeppol reinvests all increased revenues in developing the technical and business resources to meet increased market demands, while continuing to expand the customer base for its service provider members, as seen in the significant year-on-year growth in end user registrations.

With the continued growth in Peppol Authorities, we also see an increased demand for stronger governance, compliance, and assurance. Combined with the more recent trend towards government mandates for the adoption of Peppol to meet eInvoicing and tax reporting requirements, further demands are seen in terms of technical developments, particularly around trust, security and accreditation.

To address these increasing demands, significant investments continue to be made by the Association, for example:

  • insourcing of the SML from the European Commission, and exploring its potential federation, broadening the appeal of Peppol to more jurisdictions
  • refactoring of the Peppol Testbed to add country-specific payload testing, together with AP/SMP recertification, improving quality in the Network
  • moving towards a new governance model, a new trust model, improved security, and a major upgrade to the Business Interoperability Specifications
  • onboarding multiple jurisdictions and working closely with many European tax administrations, creating new business opportunities for Service Providers

The fee structure has been simplified to draw a distinction between the annual membership and certification fees. We believe that the increase in certification fees and the cost of living increase applied to the membership fee, continues to provide value for money for members, while allowing the Association to make the significant investments required to further strengthen Peppol in the global market.
